Abstract：Objective To understand the existing medical and health policy which impact on domestic innovative medical equipment
configuration and using in area of LiShan, Anshan and provide a scientific basis for policy innovation of “Liaoning province
innovative diagnosis and treatment equipment regional application demonstration project”13th five-year the key research and
development plan. Methods From June to July 2018, face-to-face interviews were performed on the 29 people, who were the main
leader of the medical equipment allocation department of the municipal/district health care department of the demonstration area,
the dean/chief of the medical equipment allocation department of the medical institutions at all levels of the demonstration area,
the main leader/chief of the municipal health care department and the social security department of the demonstration area, the
municipal health care department of the demonstration area, the chief of the section, the director of the center of the demonstration
area, and the chief of the information of the hospitals at the second and third levels of the demonstration area. The main interview
contents were the equipment configuration of medical institutions, the construction of remote consultation platforms, and the
medical insurance policies. Results There was no specifically targeted health policies and medical insurance policies that promote
the use and deployment of domestic medical devices in Lishan demonstration area. The existing medical insurance policies for
urban residents, such as tumors, coronary heart disease, heart failure and other special diseases, outpatient clinics were exempt from
threshold fees, and hospitalization was only charged once a year to increase the reimbursement rate for treatment of various chronic
diseases in grassroots medical institutions. Expand the scope of payment of personal accounts for urban workers’ health insurance,
such as personal accounts for employees’ health insurance could be used for medical examinations and vaccinations. Conclusion
At present, there are no relevant health policies to promote the use and deployment of domestic medical devices in the mountainous
areas of Anshan city. Medical insurance policies can promote the deployment and utilization of domestic devices to a certain extent.
It is necessary to explore new policies that are suitable for the conditions of the mountainous areas to promote the deployment and utilization of domestic devices.
