本文结合医用高值耗材的特点和临床使用实际，梳理近年来针对医用高值耗材相关的政策 法规，对医用耗材管理中存在的问题进行探讨，并借鉴香港对医用耗材管理经验，进一步探讨加 强公立医院医用高值耗材的购销、流通、使用、监督等关键流程管理，规范医务人员临床诊疗服 务行为，以缓解群众“看病难、看病贵”问题。

In combination with the characteristics and clinical use of high-value medical consumables, this paper summarized related policies and regulations on high-value medical consumables in recent years and explored problems in the management of medical consumables. In reference to the experiences of medical consumable management in Hong Kong, it further explored the strengthened management of key processes including procurement, circulation, use and supervision of high-value medical consumables in public hospital, as well as standardized clinical services of medical staff, so as to relieve the inaccessibility and unaffordability of medical treatment.
