Regulatory Strategy and Effect Evaluation of Rational Application of Medical Consumables
From the Perspective of Value-Based Healthcare

Abstract:Objective To explore the establishment of rational application regulatory strategy for medical consumables from the
perspective of value-based healthcare, and evaluate its implementation effect. Methods Data from the homepage of the medical
records of the patients discharged from the hospital from 2019 to 2021 and the usage data of the first batch of national key
management lists of high-value medical consumables were collected. The changes of operation indicator and average medical
cost structure were analyzed. The key evaluation indicators of medical consumables, the use of key regulatory consumables and
the rationality evaluation results of typical cases between groups were compared among groups. Results With the increase of
hospital operation indicators, the average cost growth rates from 2019 to 2021 were 9.46% and -4.59%, respectively. There was no
statistically significant difference among the key evaluation indicators of medical consumables (P>0.05). The proportion of the use
cost of absorbable surgical hemostatic materials decreased year by year (F=24.827, P<0.05). The reasonable compliance rate of the
use quantity, economic compliance rate, signing rate of informed consent, qualified rate of use records, and qualified rate of pasting
consumable bar codes of key regulatory consumables have all been significantly improved (χ2=4.487-76.623, P<0.05). Conclusion Under
the guidance of value-based healthcare, adopting a comprehensive regulatory and evaluation strategy for the rational application of
medical consumables can effectively standardize the rational application of medical consumables in clinical practice.
