Benchmarking of the United States -- Study on the Performance Evaluation of
Department of Clinical Engineering in Beijing

Abstract:Objective To analyze the gap between the department of clinical engineering in Beijing and United States, and provide
suggestions on improving performance. Methods Benchmarking method was adopted, which the clinical engineering departments of
large teaching hospitals in the United States were taken as the benchmark. In 2018, the operation data of 10 tertiary class A hospitals
in Beijing and 15 large teaching hospitals in the United States were collected to complete the study. Results Overall, the ratio of
hospital bed turnover was 0.99, and the ratio of average medical cost per inpatient per time was 0.21. In terms of the operation
indicators of the clinical engineering department, the ratio of number of medical device per bed was 0.34, the ratio of technicians
per 100 beds was 0.31, the ratio of medical equipment maintenance cost was 0.44, the raio of the number of medical equipment
pieces and maintenance time was 0.60, and the maintenance rate was 0.40. Conclusion Clinical engineering departments in Beijing
should improve their functions, strengthen the quality control of medical equipment, build a three-level quality management system
covering medical equipment that needs regular maintenance, and increase the proportion of expenditure on department infrastructure
construction and personnel training.
