Abstract：This paper introduced the relevant regulations and procedures on application of the competitive negotiation during procurement. In combination with practices of the disease control system in the procurement process, this paper further elaborated the understanding and experience in taking the competitive negotiation as a form of government procurement. And key procedures in the implementation process were finally illustrated.
