Abstract:Objective To constructa perfect hospital non-employee management platform based on the existing personnel allocation,
to strengthen the closed-loop management and supervision of non-employee. Methods Taking a Grade A hospital in Shanghai
as the research background, based on the front and rear end separation technology of Vue+WebAPI+enterprise service bus, the
development tool adopted Microsoft Visual Studio 15.0, .Net framework 4.5, database storage was Microsoft SQL Server 2016,
and the management platform for non-employee was independently developed. The non-employees who applied through manual
records from September 2020 to September 2021 were taken as the control group (n=1287), and who applied through the mobile
terminal from October 2021 to April 2022 were set as the observation group (n=1184). The completeness of information entry and
application approval time of the two groups of personnel were compared and to verify the impact of the internet-based non-employees
management platform on hospital personnel management and work efficiency. Results The integrity of key data and non-key data
in observation group was significantly higher than that in control group, and the difference between the two groups was statistically
significant (χ2=610.850, 734.632; both P<0.001). The application time of the observation group was significantly lower than that in
control group, and the difference between the two groups was statistically significant (Cohen’s d=14.032, 14.558, 7.785; all P<0.001).
Conclusion Through the construction of the non-employees management platform of internet+, the non-employee admission process
has been optimized, the management level and work efficiency of functional departments have been effectively improved, and the
closed-loop monitoring and management of personnel in functional departments has been realized throughout the process. And it lays
the foundation for the follow-up personnel grid management.
