Diagnosis and Treatment in Primary Medical Institutions in Liaoning Province

Abstract:Objective To investigate and analyze the allocation of medical resources related to screening, diagnosis and treatment of
breast diseases in primary medical institutions in Liaoning Province, find out the problems in the allocation of medical resources,
and propose countermeasures to solve the problems. Methods All primary medical institutions in 7 demonstration areas of Liaoning
province that could carry out screening, diagnosis and treatment of breast diseases were selected as research objects, and their basic
business information, human resource allocation information and equipment resource allocation information were investigated
and analyzed. Results Services of conducting breast disease screening, diagnosis and treatment were poorly equipped in Liaoning
Province’s primary medical institutions, related medical resources were inadequately allocated, and there were problems of low
quality and structural imbalances. Conclusion Primary medical institutions have weak basic medical and health services capabilities,
insufficient human and equipment resource allocation in Liaoning province. It is necessary to further increase the introduction and
training of talents in primary medical institutions, increase the allocation and investment of medical equipment in primary medical
institutions, and define the positioning of primary medical institutions and implement a hierarchical diagnosis and treatment system
in order to fundamentally improve the capacity of primary medical and health services.
