Abstract:Objective To explore a tool scale for the admission of high value medical consumables in a third class hospital in
Xinjiang, and to provide a scientific evaluation method for the admission of high value medical consumables in hospitals, so as to
improve the rationality of admission of high value consumables. Methods Through the literature research method, the project pool of
high-value medical consumables access scale was preliminarily drawn up, and the scientific and reasonable index system, weight and
scoring rules were determined by Delphi method, so as to form the hospital high-value consumables health technology assessment
access scale. Results The index pool of the scale was initially established, including 4 primary indicators, 11 secondary indicators
and 39 tertiary indicators. Through three rounds of survey, the final indicators of access scale for high value medical consumables
were determined as follows: 4 primary indicators, 10 secondary indicators and 27 tertiary indicators. The access scale index weights
and assessment scores were determined. Conclusion The establishment of the access scale of high-value medical consumables can
provide a scientific and operable assessment tool for the access of high-value medical consumables. Meanwhile, the implementation
and promotion of high-value medical consumables should be promoted by improving the access system and regime of high-value
medical consumables, strengthening the comprehensiveness of the access scale index system of high-value medical consumables and
establishing the high-value medical consumables information database.
